After serving for eight weeks as the acting manager, Parham is bumped up to interim city manger of the City of High Springs.

In a surprise turn of events, the High Springs city commission voted 4-1 to terminate the six-year manager’s contract.
Last evening the City Manager presented to the commission his proposed budget for the 2011 fiscal year which calls for over $600,000 in reductions from last year’s budget. This amounts to the elimination of 12 fulltime positions and 2 part-time positions across various departments.
