According to the latest campaign finance reports, Patrick Rush, a candidate for High Springs City Commission, accepted a donation for $1,000, double the legal limit imposed by Florida law.

According to Florida Statute 106.08, contributions cannot be made in excess of $500 by any individual person or company.  The law does allow an exemption if the donation is made by a political party.

The check came from Dr. Joseph M. Rush, an internal medicine doctor in Gainesville, according to sources.  Dr. Rush is presumably related to candidate Patrick Rush, who serves as his own campaign treasurer and signed the report.

The donation is listed on his financial report just above an in-kind donation of $100 made by Bob Barnas, a current city commissioner and real estate agent with Bosshardt Realty.  There is no description of what Barnas contributed, only the letter “N” is listed, also a violation of statutes.

Accepting a donation in excess of the statute-imposed limit constitutes either a first degree misdemeanor or a third degree felony, depending on how many illegal contributions are made.

      Enough already…I know you better than this and this hateful spewing is just not you. I can tell you that Pat Rush has insisted on running this campaign without Robyn checking behind him. This was a mistake…a stupid one yes, but nevertheless, Mr. Rush did correct his actions as did Mr. Williams several years ago. Please go on line and read the Kessler Audit for High Springs…it’s really sad that so many people that really should know better deliberately took money out of all of our taxpayer dollars and used that money for things such as paying at restaurants, salaries…you name it. I could tell you more, but there’s really not space here and you can read it yourself. By the way, hope you’ll come down for the dedication of the new addition to the fire department. At least I think that we can all agree we’re glad that we’ve got local help on that. Thanks.

Not a shocker and, money well spent when one considers the lesser amount to be true. I’d like ALL who busy themselves downtown to get it together and, realize that it really has nothing to do with any of you when it comes down to who and what keep this city going. And, the collateral damage all are causing with their downtown nib SH*& will be significant enough to leave nothing but, dust bunnies everyone wants to by pass once it settles. So, come back and, tell me that one fatc I mentioned that I’d like clarification to. And, please put Barnas in his place. You are quite capable to do so and, I’ll be able to quit scratching my head wondering why you aren’t.

          And, I think that number was inflated to cover the FACT that the Kessler report and, Barnas once again, wasted tax payer dollars. On this report and, this time to the tune of $11,000.00. In totality the waste, negative climate and, mis management far exceedes anything High Springs has ever experienced. Brayn Williams will get us back in better graces and, bring a cohesiveness lost because of the really bad behavior Bob Barnas has dropped down on us and, our sister cities.

            The Kessler report gave the CRA information that funds had been taken from the CRA accounts to pay for items that are against State laws…not city laws…in which we are to comply. Funds are to be used for blight and repair to the historical district…not salaries and restaurants, to name a few. Please attend and stay informed during the CRA meetings.

          I’m sorry…I really don’t know what commercial you are referring to, so I will have to do some research on that one. As far as the Kessler report, I can tell you that 31 times, they asked for information (by my count) from the City Manager and Staff and were either told they would get it later or that they couldn’t have it. I don’t really quite understand that one because I thought when there was an audit, expecially a forencic audit that staff has to comply as directed by the CRA (members include all commissioners as well as Ann Carter and myself. I will try and get the information for you and respond. Thanks.

    Yeah, it happpens. Lets not forget that Eric May posted two years ago that Byran Williams took cash doonations above the legal limit, but correected it and no problem no complaint. I have the paperwork. Then there was Larry Travis who took $200 cash donation from Dr. Dennis and would not fix it. That was a problem. Why he did not fix it. A complaint was filed, and he goes in front of the Florida Election Commission in November I have been told. So I am sure Pat has or will fix this and it the bashing will continue. I will be posting later tonight what I put in the mail today.

      Is there a particular reason Mr. Rush is concealing the specific item you donated to him having a value of $100?

And there are some great public records on bad checks and child suppurt ofr someone too. I can also post all the docments I have from the Election commission on Travis violation. And maybe the Concerned Citizens come to tallahassee and attend his hearing in front of the commission.

        So since Eric knows a compleint went in today to the Election Commission on someone, and I know a compleint went into the Florida Ethics Board on someone from Alachua, then lets see who gets a reply first and lets wee whos stickies….

I’ve read the report and, am really tired of them perpetuating negativity toward those who find the CURRENT destructive 3 problems no different than that which they deflect to. Difference is the Bickering is the DNA of the very ones who preside over everything now. Listen to the CRA meeting recently and, hear them in their glory. The mis representations are not only from Barnas. Sylvia chose to editorlize falsehoods about a former Sergent that was beaten nearly to death serving our city because, safety issues were brought up regarding dispatch. And, seems no problem with them spending all that tax money and, leaving the water (Not sewage) system vunerable for a good ole get even.I know a few well enough to know what it is. I don’t know who in their right mind would go on and on about fire trucks and remodel while leaving out the equation of the ill spending by the Barnas reign of terror that has left public servants close to or below a living wage. Today while admiring the fire building and truck to come,think how you would come out working in a life and death situation all while worrying how you are going to sustain your family on $8.00 +- an hour.Holding off on the dispatch would have saved that bleed on good city workers. Be sure and, thank the group that keeps on giving if you go. A stressed town and, one of the 3 Commissioners surrogates chose to file suit against the city on a cause that had no merrit. But, no mention about those wasted tax dollars.I may vent here but, you won’t hear me slamming hand and fist or gavel or voice like a child at a formal meeting.What goes around does indeed come around and, here it is and, I think it is as funny as it gets.

              And, one last thought in re of the bike racks. I read on the blog that rants that High Springs does not have bicycles or those with enthusiasm for. I personally have used the racks. Just yesterday 30-50 riders passed by my house and, polled some have used the racks. We have a BMX (of I forget they attack that city draw as well). We have naturist that come into the area with bikes in tow. But, to the ones who perpetuates lies that we have no bikes, I will gladly give those town whinners that are branding us vindictive $1.34 each which is individually what their hateful opinion is worth.

    I’m happy that a perfectly legal grant for citizens was available in order for their homes to be rehabilitated. Afterall, we are all related in High Springs. I’m disgusted that Sylvia and, Bob Barnas chose to make dirty with it. What I have issue with is city land giveaways to developers and, as the kessler audit shows, freebies for a sign that mimmics official city emblem for them to get rich. Improvements are great but, those who do so from mostly personal gain all while disenfranchising a whole city are taken for what they are. Keeping someone in their home is worthy. Handouts to developers is just that. I’m also tired of my tax dollars supporting those favored by the current commission in business who get to abate paying taxes. If I can pay mine then they certainly can pay theirs.

      I certainly hope that you don’t think that I (although not a Commissioner) get out of paying taxes. Between our home and businesses, I pay about 13,000…a little much in these economic times. The sad thing, however, is that I get very little for it. The dirt road in front of our home (a scenic lane, I’m told) is more rough than a wash board and when it rains, you have to dodge the gullies.
      By the way, we are (or should be family) in High Springs. When the vincas die back in front of City Hall that I planted (out of my own funding) I was thinking about some red and white peturnias that should carry us through spring…what do you think? Thanks.

        There is an excellent post here explaining some of the very recent and, hastily done budgeting that drastically reduces the paving budget which those you support pushed through. Seems you will be getting to keep your address downtown for a overdone local and non 911 number to the tune of a lot more than just your road left un paved. I think it was clear enough that I was remarking to a recent tax abate issue that was taken up at a formal meeting.I think you will see far more worse if more of the same continues. Barnas is far too busy all over with much to do about nothing to actually be of any use to the city. And, any that may come in propping that up will prop the ridiculous up will be futher decay. Try as he may, he can not deflect the very low morale on the city or, the bleed to the staff away from himself.

    I invite the readers of either persuasion in the High Springs arena to try the following objective analysis themselves.

    Take the personnel costs for each department, and compare the previous year’s actual cost versus the budgeted cost. Under the budgeted cost, you will see reduced costs as a result of actual salary or hours, health care ; or through outsourcing/reduction in force to reduce the city’s overhead to balance the budget. When I do the calculation, I get a net reduction of $220,435.

    Now, what do these savings buy us?

    Well, the increased cost to Dispatch in line item personnel costs is $147,225. So logically, a portion of the savings covered the increase in dispatch costs; and were not available, say, to Parks & Recreation,; or for road repair; or for promiting the city to attract new business. I will not discuss sewer and water here as they are subject to fee/ revenue adjustment up or down.

    That leaves $73,210 in personnel savings to allocate.

    An inspection of the budget shows that the E & O Insurance is jumping from $13,764 to $121,826. If my math is correct, the rest of the budget, other departments, etc., has to be reduced an additional $48,616 to cover the remainder of this increase for this cost item alone. If we add in the Dispatch line item costs of $22,312 and $128,000, and $39,200, totalling $189,512 in new overhead costs, we are having to cover an addtional $238,128. (Not included in the budget is a sinking fund; or some kind of accounting through depreciation/depletion, the future cost to replace the technology to run the dispatch due to obsolescance or use. Also, no E & O insurance is allocated to Dispatch)

    Another way to express the result is this: using the city’s own budget, between the dispatch and the increase in E & O, the city has taken on an additional avoidable overhead expense of $444,799.

    Theorectically, without those costs, the city could have maintanined the current compensation levels for the staff; and even accounting $109,000 for the CCC, the City would have had $115,364 in money left over, say, to be used to attract new business, increase the street maintenance or for some other resource enhancement, such as parks and recreation. For example, the paving program is dropping from $676,007 to $280,719, a net decrease of $395,288.Parks and Recreation lost it’s part time, contracted staff member.

    Add to the uncertainty four areas of concern.

    First, revenues are falling due to a continuous drop in ad velorum tax base of over 8.5% per year, with no sign of stablizing over the next two years due to short sales and times on the market ( check out the Corelogic AVM or the Wells Fargo mortgage site to generate comps for High springs using your own address).

    Second, contingent liaiblities. The demand by TD Bank for repayment of the line of credit using the $200K worth of fees, other restrictive demands; and their demand for USDA to subordinate their lien to them – which, in my opinion, will not happen – is a mjor issue. We have a creditor who could further force a change to the budget. Also, considering the current pending law suits, the city has significant risk exposure. The contractual commitments made to contractors to expand the sewer system. All these pending contingent liaiblities, which, if this were the case of a private sector business, would be catastrophic.

    Third, the up and down policy with regard to the sewer and water system is placing the ability to grow in peril; and subjecting it to censor by the State for environmental violations.(this is historically factual because the sewer was originally created to overcome a restriction on growth placed by the state due to high polutants in the Santa Fe River).

    Fourth, the unknown whether the City could attract investment or funding due to line two above. What happens if a storm does major damage? How would the City fund a major clean up?

    For the above reason and as a result of my analysis, I am deeply concerned for the City.

    Sewer Facts
    Bob Barnas’s web site belittles Mr. Williams and uses a quote unfairly to discredit Mr. Williams.
    The $69.00 quoted by Bryan Williams is the amount stated in the threesome’s chosen engineering firm’s capacity report on page 75. The threesome’s own math teacher’s email to Dean Davis on April 6th, 2012 states that the monthly sewer rate should be $75.00 (taking into account debt service, expenses & renovations).
    The threesome also voted down a rate increase after taking office last year – so the city managed the sewer for free last year and this year. All the citizens paid for the sewer because of this and the water enterprise fund gave more money last year and this year to the sewer because of the threesome’s mis-management of the city’s budget.
    There are 3 types of capacity:
    Flow capacity – which we are not approaching in the near future and what the Threesome used as an excuse to stop going forward with the Sewer phases so that their small group will not have to hook up.
    • Unless vacancy decreases and the 100-200 homes that are vacant come back online and then we will be approaching the point that the DEP will want us to show movement towards a 2nd tank
    Promised capacity – which is promised to developers
    • Signed developers agreements that if we are telling everyone that we have plenty of capacity – then
    o Why aren’t we allowing the developers to bring new homes out of the ground
     We would have to reimburse them for impact fees because of these agreements regarding infrastructure
     They are using the limited amount of impact fees to try to negotiate the Regions Bank bridge loan so there will no impact fees in the fund
    o The developers have the right to see fruition of their investments and this would add users to the system
    • Redundancy of capacity which is needed in order to repair/replace and maintain the original tank which is nearing the point that the inside of the tank will need to be re-sealed – if we don’t have the 2nd tank, we will have to rent a “packaged tank” at a tremendous cost due to the cost of bringing it to the site, setting it up and switching over to the rental tank and then back to our tank.
    The City and its residents need to be aware that if we cannot provide this redundancy for the sewer plant and we have a breakdown or cannot do the renovations – the State will take over our plant and whatever the costs would be to repair and bring the system back to optimal working condition – will be borne by the current users on the system.
    Anyone that has a line in front of their home will have to hook up immediately and they will bear the full cost of hooking up.
    Septic tank permits are becoming more difficult to obtain and the State is trying to limit their use and their impact on the karst… if any or all of the current laws/statues that are being discussed at the state and county level come into being – we will be required to put all small lots and small acreage on the sewer system.

    The City and the residents can make the decision now to do this on their terms with the best plan or be forced to do so by the State, DEP, EPA and USDA.
    If you’re on the Sewer you should be voting for Bryan Williams so that the system is put back on track and everyone comes on the system to bring the system up to capacity and it can be renovated and new development can start and you won’t have to bear the full cost of renovation and repairs required by the DEP
    If you’re not on the system, you should vote for Bryan Williams, so that you won’t have to pay thousands of dollars to hook up when the DEP requires everyone to hook up per our own ordinances.

    The newer grinder pumps are lasting longer and we are seeing less repairs since the residents are being educated about the pumps and there is a log being required of the utility plant to log all repairs and call outs. The call outs have dropped to less than half in the last 6 months.

    I have to wonder if BOSSHARDT REALTY thinks that way. If Bob Barnas were trying to sell me real estate I would have to use a BobBarnas dictionary just to keep abreast of his twisted logic and thinking. Also I would wonder what he would post about me behind my back after he got my money…..

    Really, High Springs deserves better representation than this.

    It is reminiscent of a 70′s TV series which I will go into on my next blog. All I can say now is BB is probably being fitted for a small white suit and cowboy hat. And of course lifts for his snakeskin boots.
    What does he really have against the sewer project anyway? Is he in cahoots with septic tank builders? Who would prefer a tank over a sewer system? You know what they say, BOB….A good FLUSH always beats a FULL HOUSE!!

    Robin Rush blasted my dad for accepting a perfectly legal $250 donation from a High Springs business owner (whom she said wasn’t a citizen and that she had a problem with this) during the special election in April (on FriendsPost) and now her husband breaks the law and accepts $1000 from a non High Springs citizen. hahaha. It’s funny and sad at the same time. Their hypocrisy know no bounds.

    We sure think highly of your Dad the Commissioner. I have heard several business owners that have been here and, paid taxes most thier lives to the benefit of the City as residents and, now just as a business wish they could vote. It is only fair that their voice is heard in some way and, supporting a campaign is how it is. But, yes, hypocracy at it’s best. I’m glad my family got to thank your Dad personally for his service. I think he gets lots of thanks from many.

Seems like that would be illegal under current Florida statutes…. unless Boss Hog was a duly sworn peace officer…. oh…duh I forgot… Boss Hog does what he wants when he wants to whomever he wants… cause he is Boss Hog.       You are funny SP. I was just recently telling a story from a very long time ago to an elderly native HS lady. Her relative was being taunted by bullies because, he had a speech impediment. They were displaying the middle finger / giving him the bird to him. I was a very small child and, could not understand what he was saying back to the bulllies but, I ran home for help and, told my Mom to come help “—” that someone had shot his bird. Bullies wear a brand. Did we ever imagine that a vice mayor of our town would be one?

      Not just Florida Statue but, a larger Federal Law as well. I intend to verify with our city tag agency as well as our police department if these public trust were provided to the the vice mayor. I’ll also be addressing the new commission concerning as well.

    Also, Bosshardt Realty is a wonderful company who I can say without a doubt was unaware of a certain agents behavior. When my father was bedridden and, it was hard for me to be employeed with a company and, I was having to maintain as an independent, this company showed me compassion beyond and, helped me in a difficult time. Even knowing other stuff that a dis honest person was trying to present me as. I have huge respect especially for an Attorney that was part of the staff there. Sometimes good companies have bad people.

    Seems like Boss Hog had a rather dismal day in court…. maybe his favorite amendment will not stand or pass muster. Poor Boss Hog…..I hope he finds time to reflect on the nature of his activities as they affect High Springs. We deserve better representation than this….. it’s actually a tad embarrassing…. Pretty soon High Springs will become a county wide joke if this isn’t reversed. Maybe if he stopped consuming so much alcohol he would see things more clearly. There are “programs” out there, Boss Hog. Seek counsel.

      I agree. Another screen shot worth saving. Anyone else find it a wee bit fraudulent what Bob Barnas is doing toward the group that formed in High Springs? What he has on his web page is the same as a face book page that was created to confuse supporters. Same name just dropped the “s” in citizen. I’m not a member but, I have donated money to them as a way of showing support for the principles they encourage and, actions they have taken so far. I don’t think Bosshardt realty would like to know that promotes them may have simular buiness principles. Especially since he carries on about business and, government acting simular. Bob Barnas, in his official capacity as vice mayor is without any doubt to any, even those who hide behind him, a real bully. And, on another instance, reading an editorial in the Alachua County Today could possibly be explanation as to how Bob Barnas aquired a tax # of a citizen. If in fact he did. Which it sure does go with how he bullies. The way he said he got it is certainly a big fat lie. Our city is toxic and, full corrupt doings.

    I am truly mortified by the way in which most of you here go down to the sewer level and speak to each other this way! This is exactly what makes the other cities that hug our borders laugh at this city. Look at your posts! all of you! Look at the trash you have written! It is truly trash! The fact is that since Jim Drumm came to this town, all that is left is a shell of what used to be. Like it or not, he started the downfall and it has only progressed to where we are today. In my humble opinion, Byrom Williams should have a limit to how many times he can sit on the comission because he isn’t effective except for doing what he is told and when he shows up for a meeting, he should stay awake for all of it. Sorry folks but that it what I have seen when coming to the meetings. And just how old are you folks really? you all are entertaining the people in nearby cities who come here and want to get a chuckle from how ridiculous all of you sound! and thanks Eric May, your true age is shining through to let this go on and on.

Good, thats exactly what I intended. Yes, it is true, the bordering cities do come here to get a laugh. And btw, I came here for information not knowing what I would find. I hadn’t come to this blog before. What I found was insulting, condescending and from what I see, hypocrisy. So Brad, how many years or months have you lived in High Springs? Well, you were about 6 when I moved here. Believe me, I didn’t find anything worth reading when it came to the facts. This blog is full of insulting garbage. 37 huh? well, I would have thought more in the line of 21 or less. Enough said….

There are 13 insulting comments in your post directed toward the town, commissioner, past employees and citizens in general. Seriously, go get a dictionary and look up hypocrisy. I lived in High Springs from birth to 17. Was away for school and military but High Springs has always been home. Came back to the area in 2003. I doubt you can weigh your right to call High Springs home against mine. You are correct about the blog being full of insulting comments. So? If you feel insulted, seek life elsewhere. Lastly, what makes you think that you get to say “Enough said”? I think Eric reserves that right… Now, post some more dribble… I rather enjoy this.
